James O’ Donnell

Founder - Director

James O’ Donnell BA (Hons) MRUP Dip APM, is a qualified and experienced Town Planner and Project Manager. He is the Director of Enviroplan Consulting Ltd. (formerly known as Planning Consultancy Services) based in Galway and operates as a Senior Planning Consultant and planning phase Project Manager on a wide range of complex planning and environmental projects.

James has 24 years planning experience in the public and private sector in development management and plan preparation, with excellent knowledge of the Irish planning System. James is particularly knowledgeable of Environmental Assessment requirements and excels in the co-ordination and project management of multidisciplinary teams in the delivery of environmental assessments, in particular EIA and AA. James typically operates as the lead consultant, planning advisor and project manager on planning projects. His experience in this role extends to mixed use urban development & regeneration projects, recreation/amenity/sports projects, renewable energy schemes and tourism development proposals. James is also an expert in the preparation of comprehensive written appeals to An Bord Pleanåla. Before establishing his own business, James worked for a large Planning & Environmental Consultancy Firm and was responsible for the project management and lodgement of large planning and environmental projects. He has considerable work experience as a local authority planning officer having worked in the development management section and the forward planning section of Galway County Council.

Colette Casey

Consultant Ecologist

Colette is an experienced and qualified ecologist. She has obtained a Bachelor’s degree in Environmental Science (BSc Hons) at the National University of Ireland, Galway. She has been involved in the completion of numerous Appropriate Assessment Screening Reports (AASR’s), Natura Impact statements (NIS’s), Construction Environmental Management Plans (CEMP’s) and Environmental Impact Assessment Screening. Colette has conducted Hen Harrier, Wintering Bird, Otter and Bat Surveys in the Republic of Ireland. She is an active member of Birdwatch Ireland, Bat conservation Ireland. She is a registered member of CIEEM and has been licensed by National Parks and Wildlife Services.

Emma Fleming

Consultant Ecologist

Emma is a qualified ecologist and has obtained a Bachelor’s degree in Applied Freshwater and Marine Biology (BSc Hons) at Atlantic Technological University, Galway and a Master’s degree in Environmental Science at Trinity College Dublin (MSc). She has worked in Thailand and Greece gaining extensive experience in marine ecology, biodiversity and conservation. Emma has been involved in the completion of numerous Appropriate Assessment Screening Reports, Natura Impact Statements, Construction Environmental Management Plans and Bat Survey Reports. She has conducted extensive field sampling, Freshwater surveys, Bird Surveys and Bat Surveys in the Republic of Ireland and abroad.
